The American forces’ operation aimed to track down and assassinate the ISGS commander. The commander of Team Ouallam described the mission as a civil and military reconnaissance patrol in the Tiloa region.
The captain misled the crew about whether the objective was to kill the man or find him. As a result, the patrol only discovered an empty enemy camp west of Tongo Tongo and failed to locate the sub-commander in Tiloa.
The patrol stopped in Tongo Tongo to let the Nigerians get water. There, meetings were held with at least 27 villagers. Fire coming from the east then struck the men.
